Local governance thrives when Decision-making is participatory, transparent, and evidence-based. SCAN was created to consolidate civil society’s voice, reinforce institutional capacities, and ensure citizens’ priorities shape public policy and service delivery.
Who Are We?
The Somaliland Civil Society Accountability Network (SCAN) is a national coalition uniting civil society organizations to strengthen accountability, transparency, and citizen participation in governance. SCAN convenes CSOs, local authorities, and citizens in structured forums to monitor performance, facilitate dialogue, and institutionalize accountability frameworks.
SCAN was established through the EU-funded project “Empowering CSOs and communities as leading actors in social change and building the capacities of local authorities to deliver transparent, accountable, people-centered social services” led by YOVENCO and co-implemented by SOYDAVO. This foundation positions SCAN as both a product of, and a driver for, institutionalized accountability in Somaliland.

How we work
Member-driven, Network-Facilitated
SCAN serves as the central coordinating body that ensures alignment, accountability, and strategic direction, while its members actively implement programs, engage communities, and drive initiatives on the ground to achieve collective impact.
Partnerships with Authorities
SCAN works in partnership with municipal councils by jointly formulating policies, developing budgets, and creating monitoring tools that strengthen accountability, transparency, and inclusive governance at the local level.
Evidence-led & Inclusive
SCAN’s approach is grounded in thorough needs assessments, participatory monitoring, and the systematic inclusion of women, youth, persons with disabilities, and minority groups to ensure equitable and inclusive governance.

We have successfully established District Development Coordination Forums (DDFs), which now serve as inclusive platforms uniting civil society, local authorities, and communities to coordinate development priorities, strengthen accountability, and ensure citizen voices shape decision-making at the district level.
Through our comprehensive policy dialogue on the NGO Act, we successfully brought together key stakeholders, facilitated constructive discussions, and produced actionable reform recommendations that strengthen the regulatory framework, promote transparency, and enhance the overall enabling environment for civil society organizations to thrive
Voter education and civic campaigns mobilized thousands of citizens and youth, raising awareness about electoral processes and civic responsibilities, strengthening understanding of rights and duties, fostering informed participation, and promoting active engagement in democratic governance.
Disability-inclusive infrastructure campaigns improved accessibility, enabling persons with disabilities to access public services, promote inclusivity, and encourage authorities to adopt more equitable designs.
